      RBA to ban card surcharges and cut interchange fees in payments overhaul

      The Reserve Bank of Australia has announced a broad overhaul of the payments system that will ban card surcharges on eftpos, Mastercard and Visa networks and reduce interchange fees paid by businesses. The central bank said the changes are expected to deliver about A$2.5 billion in annual savings across consumers and businesses.

      The surcharge ban will take effect on October 1, 2026, after a year-long review found the current framework no longer works well in a market where card payments dominate. The RBA estimates consumers will save about A$1.6 billion a year, while lower interchange fee caps should cut business payment costs by about A$900 million annually, with smaller businesses expected to benefit most.

      The central bank also plans to extend interchange fee caps to foreign-issued cards from April 2027. It said it will increase transparency requirements for card networks and payment providers and consult in mid-2026 on possible rules for mobile wallets, buy now pay later services and other digital payment channels.
