IEA Proposes New Iraq-Turkey Pipeline to Enhance Energy Security

The head of the International Energy Agency has advocated for the construction of a new oil pipeline that would connect Iraq's Basra oil fields to Turkey's Ceyhan export terminal. This initiative aims to reduce global dependence on the Strait of Hormuz, a critical chokepoint for oil shipments, and enhance energy security for Europe. Currently, Iraq relies on Hormuz for approximately 90% of its oil exports, making the proposed pipeline a strategic alternative for crude flows amid rising geopolitical tensions in the Gulf region.

Fatih Birol, the IEA chief, emphasized that the pipeline project is essential for bolstering Iraq's export resilience and presents an opportunity for Turkey to solidify its position as a regional energy transit hub. He expressed optimism that financing challenges could be addressed, citing favorable market conditions and geopolitical dynamics as conducive to moving forward with the project. The primary hurdle remains achieving political consensus between Baghdad and Ankara, which Birol believes is attainable.

In addition to the pipeline proposal, Turkey is pursuing broader regional connectivity initiatives, including the modernization of rail infrastructure to link southern Europe with the Persian Gulf. This project, involving Turkey, Syria, and Jordan, is expected to take four to five years and may eventually connect to Saudi Arabia's rail network. Furthermore, Turkey is reviving plans for a natural gas pipeline from Qatar to Europe, reinforcing its ambitions to become a central hub for oil and gas transit between the Middle East and Europe.
